In order to be eligible, nominees must be between 25 and 39 years old (39 as of October 31, 2010) and reside and work in Central New York (Broome, Cayuga, Chemung, Chenango, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, Oswego, St. Lawrence, Seneca, Tioga, and Tompkins). Past winners need not apply.

Through this program, a donation is made every year to benefit a local nonprofit organization.
